DEFAULT_TEMPLATE_INVALIDATE_INTERVAL_MS

Default minimum interval between template invalidations (milliseconds).

Used by TemplateRateLimiter to throttle invalidate() calls during rapid state updates (e.g., guidance state changes multiple times per second). 100ms allows up to 10 updates/second.
