resetLoadingState

Resets the loading state to IDLE.

Routes through setLoadingState to ensure the state listener is notified and the transition is logged. IDLE is allowed to override any state (MAP_READY, LICENSE_REQUIRED, ONBOARDING_REQUIRED) per the guard logic.

Called when Android Auto session ends or surface is destroyed.
