STARTING_APPLICATION

Phone app is starting; state is not yet known.

Both this state and IDLE display "Starting application..." on the title screen. This state is not explicitly set by the normal initialization path (the Session's phoneState observer manages transitions), but is retained for surface recreation edge cases where the SurfaceCallback may set it.
