LICENSE_REQUIRED

The phone app's license does not include Android Auto features. Display: "Android Auto features are not available with your current license"

This is a definitive state (not transient like loading states). The user cannot resolve this from the car — they need to update their license. Unlike ONBOARDING_REQUIRED which shows a loading spinner (user expected to act), this shows a static message with no spinner.

Set by the phone app (MainViewModel) when AA connects but the license check for "OPT.ANDROID.AUTO" fails.
